One of the key objectives of the research is to what extent the traditional values of the civil service can be preserved in the face of the pressures by the private sector. It is also important to what extent and by what means can the recruitment and retention capacity of the civil service and the political neutrality of its professional staff can be ensured.

In the case of temporary agency work, a key aspect is the comparison of the legal conditions for temporary agency work in Hungary with those in the EU Member States. Furthermore, it will be examined to what extent temporary agency work fulfils its function on the labour market and whether it does not become an alternative to traditional employment.
